Addendum 1

Adopted formally in 1986 the following policy statements on Civil
Rights Compliance and Enforcement and Civil Rights Committee's
Purpose: (As stated in KAC guidelines)

I. It is the policy of the Kentucky Arts Council to ensure
that all citizens benefit fully and equally from the arts
without regard to race, color, creed, religion, national
origin, age, sex, or disability; and further, that grantees
represent in ther programs, staff, boards and audiences the
following communities: Americans of Native, African, Asian
and Latin descent; women; persons with disabilities; and
older adults. The Kentucky Arts Council will withhold grant
funds from those who are not in compliance with Civil Rights
standards.

II. That the Kentucky Arts Council give special consideration
to projects which address the concerns of multi-cultural
arts, artists, and audiences, as well as women, persons with
disabilities and adults who are older.

III. That no program of the Kentucky Arts Council be exempted
from Civil Rights Compliance.

CIVIL RIGHTS ADVISORY COMMITTEE'S PURPOSE: To provide advice
and recommendations to the Kentucky Arts Council staff and
board regarding Civil Rights policies of the Kentucky Arts
Council.

Implemented the following CRAC recommendations from 1983-85:

-Held regularly instituted bi-annual meetings to review
KAC's panel recommendations for funding and other business.

-Required grantees to make their facilities accessible to
persons with disabilties and to publicize the accessibility
of their programs.

-Collaborated with Kentucky Commission on Women (KCW) to
develop a project, "Women in the Arts". This resulted in
providing artists fees to the KCw to present "Sweet
Honey in the Rock" in concert at Kentucky Opera House on
June 26, 1987.
