To his Excellency. William Carroll Esq. Governor of said State.

Sir.

I have noticed a late Act of the General Assembly, which has appoint ed me a Manager, to view and superintend the improvement of the navigation of the Ca ney Fork of Cumberland River; and in the same Act I also take notice, that if any of the said Managers should refuse to act, it becomes the duty of your Excel= lency to fill the vacancy occasioned there= by. Owing then, Sir, to a great debility in body, which has recently overtaken me, and from which I do not expect ever to recover, I am totally incapable of acting, and do hereby tender to your Excellency my resignation. May I presume so far upon the goodness of your Excellency, as to recommend to your notice a certain Edw= ard Hooper, as a suitable Manager: he being an honest trusty man, and one well skilled in the navigation of said River.
