Agreeable to your Excellency's desire I take
this opportunity of making a few remarks relative
to the state & condition of Port Macquarie in
a moral point of view trusting your Excellency
will make every allowance for my inexpe-
rience & want of more local information
the time of my residence there being short
and consequently affording but little opportu-
nity of making these observations which
might tend more effectually to the welfare of that rising
settlement.

On my arrival I received every atten-
tion from the Commandant Capt Rolland
who during my stay afforded me every
assistance in his power to forword my object
and who I feel assured will rejoice to
ameliorate the condition of mankind &
forward the views of His Majestie's Government -

however, Thomas writes in the text that his experience of Port Macquarie was limited "the time of my residence there being short". As he departed Port Macquarie in December 1825 this report was most likely drafted in 1826.

we know the date is not 1824 because in the text Thomas refers to John Rolland as "the late commandant" - Rolland died in October 1824.
