CONSTITUTION AND BY-LAWS THE WEDNESDAY CLUB OF SANDY SPRING

I

This organization shall be known as the Wednesday Club of Sandy Spring.

II

It shall be limited to fifty members.

III

It's officers shall be a President, a Vice-President, a Secretary, a Corresponding Secretary, and a Treasurer.

IV

The President shall preside over all the meetings, shall call special meetings, appoint department chairmen, and shall generally direct the activities of the Club.

V

The Vice-President shall fill the place of the President whenever necessary.

VI

The Secretary shall keep a record of all meetings.

VII

The Treasurer shall collect all dues, disburse all funds so ordered by the club, and make a written report at each meeting.

VIII

The Corresponding Secretary shall attend to any correspondence required by the club, and notify members of the first meeting and any change in date of meetings.

IX

The Executive Committee shall be composed of the officers of the club and the Director and shall meet prior to the first meeting to plan departments of work for the year. It shall have power to act on emergency business between club meetings.

2.

BY-LAWS

I

The meetings of the club shall be called to order at two-fifteen P.M. on alternate Wednesdays, begining the second Wednesday in October, and continuing through the winter for sixteen meetings, omitting a meeting during the Christmas holidays at the discretion of the Program Committee.

II

The Program Committee shall assign the places of meeting alphabetically according to the names of the homes of the members.

III

A program shall be arranged for the year by the Program Commitee and shall be read at the last two meetings of the preceeding year.

IV

During the year each member may be called upon once by the Program Commitee, except the officers and director and the chairman of Legislative and International Relations.

V

No program shall consume more than one hour and twenty minutes.

VI

The program shall begin as soon as the meeting has been called to order, the business coming at the conclusion of the program unless otherwise requested.

VII

A nominating comittee of three shall be appointed by the Executive Committee at the first meeting in January of the election year to prepare a ticket for the election. The ticket shall contain the name of each candidate who has consented to the nomination and the office for which she is nominated.

VIII

Beginning with the spring of 1936 the election of the officers shall be held biennially at the last meeting in Febuary. Said officers to take office at the last meeting of the year. No officer shall be eligible for reelection.

IX

The dues shall be one dollar a year payable to the Treasurer before January 1. New members shall pay an initiation fee of $1.00 for the State Endowment Fund.

BY-LAWS (Continued)

X

Section 1. The standing committees shall be a membership committee of three; a programme committee of five, a budget committee of three, and such other committes as are required to carry on the work of the Federation. These shall be announced by the President at the first meeting each year.

Section 2. One new member shall be appointed each year in January by the President to the membership and program and budget committees. The senior member automatically retures after the appointment of the new member, and the next in seniority becomes the chairman of the committee.

XI

The Director to the Montgomery County Federation of Womans Clubs shall be appointed by the Executive Committee to serve two years, the appointment coincident with the election of the County Federation officers.

XII

Section 1. An application for membership must be presented by the applicant in writing to the membership committee by October 1.

Section 2. At the first meeting the club in executive session may fill all vacancies, these members being elected by ballot in order of the preference shown by voting body. No other election of new members shall be held during the club year.

Section 3. If there be any vacanties in the membership, former members may be reinstated in order of application recieved by the membership committee during the year. Members reinstated are not required to pay the initiation fee.

XIII

The Constitution and By-Laws shall be read at the second meeting each year and a copy spread on the minutes.

XIV

The articles of the Constitution and By-Laws can only be ammended by a two-thirds vote of the members present. The proposed change being read at one meeting, and voted upon the next.
