The City Council City of Seattle Gentlemen, Accompanying are two communications from Mr. H. E. Kelsey respecting damages claimed by him to Lot 7, Block 9, Syndicate Addition by reason of Earth from the grade of So. 14th St. banking up against his house. His first communication claiming $81.03 was withdrawn by him, and the second one substituted claiming $300.--. The two are transmitted for your action. Respy Board of Public Works F. W. D. [preprinted} Seattle, Washington, [/preprinted] Feb 13th 1891 City of Seattle Dr to H. E. Kelsey For Damages to Lot 9 Block 7 Syndicate Ad by covering one third of the same with earth and banking the earth against my house. $300.00. The above is a duplicate of a bill previously sent in through delegate R. W. Jones. Mr. Frank Hanford (delegate) informated me that he was of a committee appointed to examine the lot just North of mine belonging to Mr. Michael Kofsky who was allowed $300.00. The damage to my lot is the same as to that of Mr. M. I applied for no more than I thought was a moderate and reasonable amount which is far less than cribbing would cost. H. E. Kelsey.

To The Board of Public Works of the City of Seattle,

Sirs, In the grading of South 14th St. no cribbing was put in along the front of my lot Lot 7, Block 9. Syndicate Addition and earth has been thrown upon it covering the front 35 feet and banking up against my house. The grading of the street and banking the dirt thereon renders my lot practically valueless for present use. I think damages to at least the amount of the grade tax should be allowed me $81.03. I understand that no cribbing was put in when the grading was done because it would be cheaper to pay damages to property holders there. I think my claim is very moderate and ought to be allowed. H.E. Kelsey
