I desire to present the names of Henry Hale, Oscar A. Drew and Jos. A. Farr for appointment into the department. You are all acquainted with the facts in the case of Henry Hale and J. A. Farr who were both dropd from the rolls on a/c of qualifications. Oscar A. Drew has made application as Engineer. He has had experience in the department and thoroughly qualified. While no vacancy exhists at this time his appointment as a substitute would provide a suitable man should exigency arrise requiring an engineer. In the matter of J. A. Farr dropd from the rolls Apl 15th for reason of not being a citizen, the accompanying certificate from Corporation Council shows that at the date of issuing the certificate he had been made a free citizen. But as this certificate was issued after he was dropd, he does not claim a date to his papers prior to being droped. He fully admits the fact that he was not a citizen when dropd
