Transcription assumes the writer pens a cursive lowercase e in the style of a print e, tilted upward. The writer, believed by the transcriber to to Secretary Heifner, also shows inconsistencies in crossing the lowercase t.
I believe it should be "arc" lights not "are" lights. I didn't know if arc lights were used at this time but according to Wikipedia it seems plausible.
