improvements, and in making said payment, said August C. Anderson
does not admit his liability for said assessment or the liability
of said property therefor; but protests that said assessment is
illegal and an invalid assessment and the same is paid under
protest in order to prevent the apparent lien therefor attaching
to said property and to prevent a cloud upon the title to said
property and to remove a cloud therefrom which cloud upon said
title would be and has been created by said assessment.
