It appears necessary to resubmit this case.
The Papers No. 21 state that they are issued in duplicate & that either copy being presented the other becomes void.

under the order - [crossed out] (for one) ^ [added above] (the) others not having been received when these were presented the last would seem to be invalid - But with Nos. 21, part 2 now forwarded by Lyall, Scott & Co., a further document No. 1, part 1 is produced, stating that it is Dr. Lang's wish that the benefit of his purchase shall be transferred to the firm of Lyall, Bawtree & Co.

Under the two first mentioned papers Nos. 21 & 8 part 1 [added above] (of Land) purchases have been made [crossed out] (to the) by the agent of Dr Lang to the extent of £406. 18. 11 & applications have been [crossed out] (P) made for the issue of Deeds in favor of several Persons who claim to be entitled to benefit in the order - altho' under the opinion of the Law Officers their preparation [crossed out] (of the Deeds) is deferred for the confirmation of Dr Lang, whose agent

In consequence of the receipt of the last Papers - parts 2 & part 1 No. 1 - Cap. Wickham has been told, on the suggestion of the Colonial Treasurer, not to allow any further purchases under the order held by Mr Pettigrew until further notice.
Under the circumstances above mentioned the question arises which is the valid copy of the order & what course the Gov't should take in the case. Perhaps the Law Officers may be consulted?
