or be liable, for failure to comply with the same, to such penalties as the Mayor may impose, not exceeding twenty-five dollars. SEC. 5. If any person shall smoke in any care of the City Railroad, or otherwise in any way improperly conduct himself or herself, he or she shall be liable to ejectment from the car by any employee of the Company or police-man, and be subject to such a fine as the Mayor may impose not exceeding twenty-five dollars. SEC. 6. It shall not be lawful for any driver or conductor of any car on the City Railroad to stop their cars so as to obstruct the streets intersecting the line of the Railroad, nor shall they obstruct the foot-crossings of the streets any longer than time is necessary for the landing and receiving of passengers; btu it shall be thier duty to drive beyond the intersecting street as far as the crossing before stopping, under such penalties as the Mayor may impose, not exceeding ten dollars. SEC. 7. No privilege or authority herein granted shall be so construed so as to interfere with the operation of the Fire Department of the City; but in all instances in case of fire the use of the streets, where Railroad tracks are laid, shall be subservient to the necessities of the Fire Department. SEC.8. The conductors and drivers of each car shall keep a vigilant watch of all vehicles or persons on foot, especially children, either on the track or moving towards it; and on the first appearance of danger to such vehicles or persons, the car shall be stopped in the shortest time possible; and also foot passengers are hereby required to avoid obstructing the track by their prescence or otherwise. The conductor shall not, under any circumstances, allow ladies or children to leave or enter the car while the same is in motion, and when not full to stop for any passenger giving the customary signal, if within a reasonable distance; and for the violation of any portion of this section shall be liable to such a fine as may be imposed by the Mayor in his discretion, not exceeding ten dollars.

Done and ratified, in Council assembled, under the Corporate Seal of the City, this the thirteenth day [L.S.] of August, in the year of our Lord one thousand eight hundred and seventy-seven. W.C. CLEVELAND, Mayor. R. THRUSTON, Clerk. AN ORDINANCE PRESCRIBING DUTIES OF THE CITY ENGINEER. SECTION 1. Be it ordained by the Mayor and Aldermen of the City of Greenville, S.C., in Council assembled. That the City Council of Greenville shall elect a City Engineer, whose duty it shall be to locate and fix the boundaries of lots or streets when called upon for that purpose. SEC. 2. Be it further ordained That hereafter any person about to build any house, or any new site fronting or bounding on any of the streets of the City of Greenville, S.C. shall be required to have the same located and the boundaries thereof adjoining such street, or streets fixed by the City Engineer, who shall be entitled to receive for each and every lot so located by him the sum of three dollars, to be paid by the person owning such lot; and in case any person building any house as aforesaid without having the same located by the City Engineer as aforesaid, such person shall be subject to penalty of forty dollars for each and every offence. SEC. 3. Be it further ordained, That this Ordinance shall take effect from and after the ratification thereof. Done and ratified under the Corporate Seal of the City of Greenville, in Council assembled, on the twentieth [L.S.] day of April, in the year of our Lord one thousand eight hundred and seventy-seven. An Ordinance in Reference to Licensing Persons Selling Goods, &c., to Others than the Trade.

Section 1. Be it ordained by the Mayor and Aldermen of the City of Greenville, in Council assembled, and by the authority of the same, That from and after this date no transient person shall sell by sample or offer for sale any goods, wares or merchandise of any kind whatsoever, to others than the trade, without first paying to the City a License Fee of five dollars per day for any one day, or for any longer time at a fee to be fixed by the Mayor. Any person violating the provisions of this Ordinance shall be subject to a fine of ten dollars for each and every offence.

An Ordinance Concering Policemen and Their Duties.

Be it ordained, by the Mayor and Aldermen of the City of Greenville, in Council assembled, and by the authority of the same, That any one of the policemen of this City, who are now in office, or any one that may hereafter be elected as a Policeman, who shall violate any of the "Rules and Regulations of the Police Force of the City of Greenville," now in force, or any further rules and regualtions that may be hereafter adopted, shall be fined, for each and every of said violations, a sum not less than one dollar, nor more than ten dollars, in the discretion of the Mayor.

44 Ordinances of the City of Greenville.

An Ordinance Concerning Kerosene and other Illuminatimg Oils.

Section 1. Be it ordained by the Mayor and Aldermen of the City of Greenville, in Council assembled, That on and after the first day June, 1880, it shall not be lawful for any merchant or any dealer in kerosene or other illuminatng oils, to have or keep on hand at any one time, at their places of business, more than one barrel of said oils in their stores or cellars.

Sec. 2. That any person violating the provisions of this Ordinance shall be liable to pay a fine of five dollars a day for each and every day of said violation.

Section 1. Be it ordained by the Mayor and Aldermen of the City of Greenville, in Council assembled, and by the authority of the same, That on and after the passage of this Ordinance, it shall not be lawful for any party or parties to erect or move any wooden building of any kind whatever, within the distance of two hundred and fifty feet of Main Street of said City, at any point between Reedy River and North Street.

Sec. 2. That before any person or persons shall erect any store-house, dwelling-house, hotel, stable, fence, awing, cellar-door, or structure of any kind on any street whatever, application in writing shall first be made to the City Council, stating the use and purpose for which said [cont. next page]

[cont. from last page] building or other structure is designed, and stating the place of location for the same, and a permit from the Mayor and Aldermen be obtained to erect said building or other structure, before the same shall be commenced: Provided, That before any permit to build shall be granted by the City Council, the same shall be recommended by the Board of Fire Masters, who shall have the power to require the person or persons who make application to build to submit their plans and specifications to them in writing.

Sec. 3. It shall be the duty of the City Council to send a survefor to define the lines of the street or streets to any party or parties wishing to build in the City.

Sec. 4. It shall be the suty of all persons erecting any building of any kind whatsoever in the City of Greenville to erect railings or to place other safe and suitable protection around such structures as will prevent injury to person or property.

Sec. 5. It shall be the duty of the City Clerk to number the appliations made under Section 2 of this Ordinance, in the order in which they are presented, and to file the same.

Sec. 6. All persons failing to comply with the requirements of this Ordinance shall be fined not less than ten nor more than one hundred dollars, or be imprisoned not less than five days.

Sec. 7. That all Ordinances and parts of Ordinances heretofore passed by the City Council inconsistent with the provisions of this Ordinance be, and the same are hereby, repealed.
