Sir.
I have the honour to submit draft
of a Bill to amend the Diseases in [ship?]
Act so as to assimilate it to the regulations
in force in all the other Colonies in
connection with the introduction of
intercolonial sheep by sea.
The bill is drafted entirely in
accordance with the resolutions
agreed to at the recent Intercolonial
stock conference and is the same
as that submitted by me and approved
of by the Government in 1887.
In the other Colonies the acts are
[?ed] by Regulations. There the term
of quarantine is fixed by the Act hence
the necessity for the suggested amendment.
The present term of 21 days quarantine
for sheep from clean colonies is absurdly
long, and sheep owners complain bitterly
of it
