Regulation Act 1852 to enquire
into the conduct of the Chief
Constable; the Clerk of Pettty Sessions
conduct in refusing the present
was in my opinion in the absence
of a proper explanation highly
reprehensible. I should therefore
advise His Excellency to request the
Bench to investigate the matter
and forward a report to myself.

10th I also think it highly advisable
that Mr Baker should be requested
to take no part in any of the above
recommended proceedings.
