Sir

Adverting to an interview
which the Governor did me
the honor to grant me this
day, at which His Excellency
(in alluding to Certain Changes
in my Department, suggested
in my letter to yourself of
13 Inst) stated that he had
been led to believe that the
Customs' Department here is
overmanned & underworked -
and that consequently he is
unwilling to Sanction any
increase to the number of
the Officers until he be more
fully convinced of its Absolute
necessity. I have the honor
to request that you will be
so good as to Convey to His
Excellency my respectful
assurances that he has
been totally misinformed
in this matter - that the
