Report (Number 160 Book H.) which was read.

Ald Donnelly moves seconded by Ald Stewart.
That the Report of the Elevator Committee be received and adopted and
the Committee proceed with the aid of the City Solicitor to draft the By Law and carry
out the reccommendation of the report so that no delay may ensue in reporting to
Council.

In amendment
Ald McKelvey moves seconded by Ald Ryan.
That the Report of the Elevator Committee now before the Council be referred
back to the committee for the following information: first the names of those who are
stock holders, the amount of stock subscribed by each, the amount paid on account of
such stock, the style of the Elevator to be constructed, the capacity of such Elevator, the
locality where such Elevator is to be erected, also the cost of said Elevator.

In amendment to amendment
Ald Walkem moves seconded by Ald Minnes
That the City Solicitor be instructed to prepare a By Law to be submitted
to the people for the granting of a Bonus of $25,000 to a company for the building
and operating of a 500,000 bushel Elevator in the City the company to which this
bonus is to be given to be deducted by the Council herein after which being put
was lost.

The first amendment being put was also lost.

Ald. Ryan introduced By Law Number 595 entitled "A By Law
to levy a rate of 17 1/2 Mills in the dollar upon the assessed value of the rateable
property in the Municipality of the City of Kingston for the lawful purpose of
the Municipality for the year 1897 which was read a first time.

The 30th Rule was suspended and the Council went into Committee
of the whole on the second reading.

The Council resumed.

The Committee rose and the Chairman reported the second reading of
the By Law clause by clause. The Report was received.

The 30th [ST: Rule] being suspended, the By Law was read a third time and
passed.

Ald Ryan introduced By Law Number 596 entitled "A By Law to
adopt for the year 1897 the assessment of the municipality of the City of
Kingston made in the year 1896 under the provisions of section 52 of "The
consolidated assessment Act 1892" and of "By Law No 459 of this Municipality under
the authority of said section" which was read a first time.

The 30th Rule was suspended and the Council went into Committee
of the whole on the second reading.
