On motion of Ald Richardson seconded by Ald Allen
Ordered, That whereas the speedy construction of the Ontario and Rainy River Railway
will in the opinion of this Council create a new short line of transportation between this
province and the grain fields of Manitoba and the North West Territories and promote
the development of the mineral wealth of the Thunder Bay and Rainy River districts and
will open to settlement a large area of fertile land within the limits of this Province.

That it is the bounden duty of the Ontario Government to aid the construction of
this most important undertaking, with substantial aid per mile from Port Arthur to the
western boundary of the Province, and

That the Mayor communicate this resolution to the Hon Wm. Harty, the
City Representative in the Provincial Legislature with the respectful assurance that
this Council earnestly requests him to do all in his power to promote the interest of the
Province which they believe to intimately depend upon the speedy construction of the
Ontario and Rainy River Railway.

On motion of Ald Carson seconded by Ald Elliott.
Ordered, That the resolution adopted by this Council at its last meeting re
Kingston Smiths Falls and Ottawa Railway Company be considered.

On motion of Ald Elliott seconded by Ald Carson
Ordered, That Section 4 of Bill No 29 now pending before the Legislative Assembly
entitled an Act respecting the Kingston Smith Falls & Ottawa Railway Co. be amended
by adding thereto the following Proviso:

Provided that no resolution or by-law passed by the Council of the Municpality
of the City of Kingston pursuant to this Act or to said sections 12 and 13 of said Chapter 92
shall be valid unless and until the same shall have received the assent of the electors as
provided in the case of a By Law granting a bonus in aid of a railway and all the provisions
of the Municpal Act applicable to the submission of a railway bonus By-law to the electors
shall apply to the submission of each resolution or By-law to the Electors of said Municipality
of the City of Kingston.
