Ordered that This Council petition the Legislative Assembly to amend
the Municipal Act - Section 495 Sub-Section 3 clause (a) so that the word "hawker"
in said Sub Section shall include in addition to the persons mentioned in said clause
(a) All persons who being persons or the agents of persons not resident within the County
sell or offer for sale hardware clothing or wearing apparel or photographs or carry
or expose samples or patterns of any such goods to be afterwards delivered within
the County to any person not being a wholesale or retail dealer in such goods wares
or merchandise and also that the word "hawkers" shall include all persons and
the agents of all persons not resident in the County who enlarges Copy or make portraits
of any description or who make photographs views flashlights or pictures or any
kind whatsoever of persons residences offices public buildings or animals to be afterwards
sold and delivered within the municipality to any person not being a wholesale or
retail dealer in such goods wares or merchandise.

Ald: [ST: Alderman] Ryan introduced By Law 592 entitled "A By Law to authorize
the Head and Treasurer of the Corporation of the City of Kingston to borrow certain
sum to meet the now current expenditure" which was read a first time.

The 30th Rule was suspended and the Council went into Committee
of the whole on the second reading.

Ald: [ST: Alderman] Mooers on the Chair.

The Council resumed.

The Committee rose and the Chairman reported the second reading of the
By Law clause by clause.

The Report was received.

The 30th Rule being suspended the By Law was read a third time and
passed.

On motion the Council adjourned.
