William Lambert for alleged injuries. Referred to the Board Works.

From T.J. Craig asking that a Plank Walk be made from Ontario Street
to Ferry Wharf Clarence Street. Referred to the Board of Works.

From Mrs. Thomas Flanagan enclosing a/c of $5.00. Referred to the
Board of Works.

Petitions were presented and referred as follows:

From the Kingston Foundry by Ald Stewart, Re: Taxes. Referred to the
Court of Revision.

From Eliza Grimason by Ald Tait asking exemption from local Improvement
Tax. Referred to the Board of Works.

From Joseph George and 9 others by Ald Minnes asking for a drain in
Wellington Street - Referred to the Board of Works.

From Samuel McCullagh by Ald Newlands asking to be refunded $9 overcharge
of rent as also $5 for building. Referred to the Water Works Committee.

Ald Livingston from the Committee on Finance and accounts brought up
Reports (Numbers 95 & 96 Book [H] ) which were read and adopted.

The Chairman from the Board of Works brought up Report (Number 94
Book H) which was read and adopted.

The Chairman from the Committee on Water Works brought up Report
and submitted Report of Wm Kennedy re: pumping engine which were read.

On motion of Ald Behan, seconded by Ald Stewart.
Ordered, That the report of the Committee on Water Works and Mr Kennedy's
Report on the new pumping engine be read and type written and a copy sent to
each Alderman and laid over until next meeting of this Council.

Ald Stewart brought up a Report (Number 98 Book H) re: public
grain elevator which was read.

On motion of Ald Stewart seconded by Ald Ryan
Ordered, That the report of the Special Committee on Public grain
elevator be received and adopted under conditions to be agreed upon when By Law is
passed.

Ald Carson introduced By Law No 579 entitled "A By Law to ratify
and confirm a certain agreement threin mentioned: which was read a first
time.
The 30th Rule was suspended and the Council went into Committee of
the Whole on the second reading.

The Council resumed
The Committee rose and the Chairman reported the second reading of
the By Law clause by clause. The report was received.
The 30th rule being again suspended the By Law was read a third
time and passed.

Ald Behan introduced "A By Law to raise by way of loan on the
credit of the Debentures of the Municipality of the City of Kingston the sum of
$17,000.00 for the purpose of acquiring an Estate in landed property in the City
of Kingston, for a place for Exhibitions" which was read a first time.
The 30th Rule was suspended and the Council went into Committee
of the Whole on the second reading.
