Kingston November 9th 1896

A Special meeting of the Council of the Corporation of the City of Kingston was held
this day - Present

His Worship the Mayor
Aldermen
Allen, Behan, Carson, Curtis, Donnelly, Drennan, Hewton, Livingston
Martin, Minnes, Newlands, Redden, Robinson, Ryan, Skinner, Stewart
Strainge, Tait, Walkem

The Mayor stated the meeting was called to take up general business

Communications summarized by Clerk were read and referred as follows: -

From D. Fennell asking compensation for work performed by him on Montreal
Street in 1895. Referred to Board of Works

From B.M Britton and others respecting taxes. Referred to the Court of Revision

A Communication from John Morris for the Queen's City Oil Company Re location
for the company to receive and ship by water. Referred to Committee on Fire, Water, and
Light.

A telegram from Alfred W. Hadrill Secy Can.-Fire Underwriters Montreal re fire
limits was read and referred to Committee on Fire, Water and Light.

A communication from John Foote (Dominion Cotton Mills) was read
protesting against any change in Fire limits - Referred to the Committee on Fire, Water
and Light

Ald. Drennan brought up petition of T.J. Newnham Re Ballot paper
invented in June last - Referred to the Finance Committee

Ald Drennan brought up petition from George Robertson & Son and 132 others
protesting against any change being made in the By Law - respecting the storage of Petroleum oils &c.
Referred to the committee on Fire, Water and Light

Ald. Curtis from the committee on Finance &c brought up Report ( Number 90 Book H)
which was read and adopted

The Chairman from the Committee on the Fire, Water and Light brought up Report
(Number 91 Book H) Re extension of the limits for storing oils in unlimited quantities
which was read

Alderman Minnes moves seconded by Alderman Ryan
That the report of the committee on Fire, Water and Light be received
and adopted

In amendment
Alderman Walkem moves seconded by Alderman Donnelly
That his council do hereby take action by changing the Oil limit
100 feet south of the presnt line parallel to Cataraque Street which being put
was lost

In amendment
Ald Livingston moves seconded by Alderman Curtis
That the communication be laid over for one week until we receive
more information from the Underwriters whether our rating be affected - which
being put was lost

Alderman Behan moves seconded by Alderman Skinner
That the oil limits be changes to read that it shall be from a
point 220 feet east of Rideau street and 250 North of North Street - which being
put was lost.
