Sir

I have the honor to apply once more for consideration of my claim for my rent and travelling allowances from 15 September last - the date on which I gave delivery of my charge of the E Division - and during my enjoyment of my leave of absence for 12 months from that date.

You will I have no doubt remember that upon your intimating to me by letter the terms upon which my leave was first offered me viz. on "full pay" - but exclusive of my rent and travelling allowances, and the emolument for the appointment of Inspector of Brands - I declined to accept leave upon such terms and requested your reconsideration.

Upon an offer being made to me by the Government a few days after date of my letter last referred, of the temporary appointment as Commissioner

Commissioner of Crown Lands in the Cook District for the operation of a Special Inquiry, with the assurance that the terms of my release from my duties as Inspector of Police (full pay) would not be disturbed, I telegraphed to you for relief from my office, and was relieved by Sub Inspector Douglas as before stated on 15 September 1883, and who assured through other sources prior to my final departure that all my Allowances from the Police Department would be granted to me during the period of my leave of absence.

On my return however after an absence of five months find that this promise has not been fulfilled - my bare Salary only having been paid.

Although in a previous communication you ignored all knowledge of my temporary employment by the Minister of Lands, I venture to point out to you - as the head of the Department in which I am permanently employed - that while in performance of my duty as Commissioner of Crown Lands, I only receive a nominal gratuity upon

upon the presumption I am on "full pay" from the Police Department, whereas I am drawing from the Department £210 per annum less than full pay, and am in addition forfeiting all the benefit of the period allowed me for rest - gratned I may add upon medical certificate: That I have been employed in my temporary office exactly six months to date and have still before me - after the close of the prevalent heavy wet season - at the lowest estimation 3 months more work to complete the requisite inspection and report: and that while nominally on leave on "full pay" I am still giving my whole time to the Government, but upon a reduced income.

I humbly beg therefore you will do the justice to submit my case for the consideration of the Executive with your favourable report.
