32 (top left corner) Special Meeting, Wednesday April 2, 1851 The President made a Report in writing setting forth the expenditures of the contingent fund placed at his disposal, and other matters, which was directed to be recorded. On motion, Resolved, that the further sum of $100 be placed at the disposal of the President for contingent expenses On motion Messrs. Aikin + Miller were appointed a Com= mittee to confer with the Treasurer in regard to collections etc. On motion Mr Welch was appointed a committee to confer with the Lot owners in the Town of Athens, in regard to the propriety and practicability of collecting from such proprietors additional Rent e= qualto the amount of State Tax on like property, to report to next meeting. A memorial of S.S. Knowles and S. Mulchmore asking addi= tional compensation for time and expenses in endeavoring to effect sales of Scholarships, was presented. The Presidents communication is as follows, "Gentlemen of the Board, According to a resolution of the Board passed a the meeting in August, 1850, therewith submit an account of all the contingent expenses of the University drawn forby me since August 1st 1850. The sum exceeds the amount appropriated by the Board for the entire year + subject to my order. This excess has been occasioned by several items in Mr John Ballard's bill against the University, amounting to $69.24, and some $20.00 also in Mr. S. Miller's account, not included in the estimate at the time the appropriation was made. There will be needed to meet expenses during the next term the following sum, viz. Janitor's wages $37.00 + Pump for Cistern, (say) $10 Printing Catalogue $35.00 + Contingent $15.00 = $97.00 The approximation made for putting a new roof on the central building has not been expended, but will be needed this summer, as longer delay will occasion serious injury to the building Of the 200 Certificates of Tuition authorized by the Board, only a small number has been sold, because of the Committee's inability to procure the services of an efficient agent to dispose of them. If the speedy sale of the remainder cannot be effected, it would probably be best to stop all further sales, or offers of them Two of the Rooms in College (No. 16+70) have been neatly fitted up and prepared by their occupants at an outlay of sum $10 or 12, each room. As this is highly favorable to good order, and cleanly

33 (top right corner) Special Meeting. Wednesday, April 2, 1851 habits, and to the preservation of the rooms from all unnecessary injury. I would recommend that in these two cases, and all others wherein the occupants of a room fit it up neatly at an expense of not less than $10, nor more than $15. No rent be charged of them for the room till such times as the rent if regularly paid, would have amounted to the sum expended in fitting up the room. The retirement of Prof. Mather at the close of the fall Term ren= dered necessary some provisions for the class in chemistry during the present Term. After consulting with the Acting Committee, Prof. Williams was engaged to instruct in this department during the term for $100. Some arrangement to supply the place of Prof. Mather for the future will be indispensable, if a professor in the department be not appointed at this meeting of the Board. Athens April 1, 1851.
