6. Recommendations. To facilitate the work of the meeting the following
are submitted;

a. That the Board of Trustees elect at once a secretary-Treasurer. The
Secretary-Treasurer will be furnished a loose leaf record book and a supply of
sheets for keeping a record of the minutes of the meetings of the Board of Trustees.
Triplicate copies are made, one each for teh Secretary-Treasurer, the
principal of the school and teh Director of Negro Education. The Secretary-
Treasurer may be compensated for services as the Board may direct. The Treasurer's
bond may be paid for by the State.

b. That Dr. James E. Shepard be elected principal of the Durham State Normal
School for Negroes with an annual salary of $25000.00 dating from Aguust 15th or
September 1, 1923.

c. That Dr. Shepard (if he accepts the position) make his recommendations as
follows:
1. Normal School faculty, and salaries
2. High School faculty, and salaries
3. Fees to be charged students for board, fuel, room rent, matriculation,
etc.
4. Any others.
5. Since it is the purpose of the State to eliminate the high school as rapidly
as possible, and because of limited funds it seems wise not to permit any entrants
to the first year high school this year. Next year the second year could be
eliminated and so on. A request has come, however, from County Superintendent
John W. Carr that Durham County might send the Negro high school students to the
Durham State Normal School for Negroes. I suggest that we invite Mr. Carr to appear
at once before the Board to present this and another matter he wishes us to
