Specific legislation involving the expenditure of money- State and local.

1. The committee members of thes tudy on Consolidation and Transportation have found out that about $15,000,000 will be needed to make the necessary improvements, that is, to build new units and add to building snow in existence. The estimate of new transportation needed is 1,000 new busses at a probably cost of $1,600,000-s total cost fort he reorganization and consolidation program recommended, including busses for transportation $16,600,000. There have been suggestions from som sources that the State provide on some basis agreeable tot he Governer and the General Assembly about one half oft his total sum. bases upon which some agreements may be secured are suggested as follows

1. That the state discover some satisfactory plan by which grants could be made to the counties to the extent of 50% of the total cost of this building program involving 1486 small rural schools; with additional state aid as a loan if necessary.

2. That one-fourth the total cost be grants fromt he state and one-fourth or a large percentage be n loan from tho stato at n a vory low rate of interest over a poriod of twenty years.

3. That loans by thes tate be made to the counties in such sums as may be necessary for carrying out the proposed building programs at two per cont interest over a period of twenty years.

Noto: It is anticipated that the countios might be aided in building schools by proposed plans from two other possible sources:
a. Their own resorve funds available for such consolidated schools
b. Aid from the Federal Government
Members of the sub-comittoo on Consolidation have prosonted data in their ro-port and recommendation which convince us not only of the desirability of the ro-organization and Consolidation plan hwich they propose, but of the necessity for making such improvements.
