Shall we make something up? I am not even sure about the hill as it doesn't look like an e. There are not actually 14 horses in the painting.
The Hill apparently is the name of the bit in the middle of the racecourse with the fairground on it.
No and eight horses and eight jockeys don't equal 14! Let's stick with the hill. If I had to make up the last bits I'd go for "behind hills & clouds". It's your call. I guess something is better than nothing. I'm fairly confident on "middle"
