Articles 3 & 10 --

"The office of "Gardener"
having been abolished by the action of this Board,
the Committee recommend that the third Art.
be amended by striking out the word where it occurs
in the 10th line, and that the whole of Art. 10
be stricken out.

Art. 6. Treasurer --

By a knowledge of the facts, you will perceive an
inaptness in the amendment to Art. 6, which is embraced
in writing after the figure^(2). A committee having
been chosen in 1861, to consider what reform was needed
in the administration of "Affairs at the Cemetery", submitted
their report, which was printed, (a copy of which -- no. 1 --
with amendments & regulations adopted. Nos. 2 & 3 -- are herewith
submitted) in which, among other things they urged that
the Chief office of the Treasr should be at Mount Auburn,
and that he should attend every day during certain
hours at the Secretary's office in Boston. The plan
did not appear to be acceptable to the Board,
and the amendt referred to was adopted by way
of compromise. But the Treasr does not "have an
office at Mount Auburn" -- the Com. on Finance
have never ordered him "to be in attendance there" --
(except once a month to pay the laborers) and he has
never had "a Clerk" there in the sense intended
in the by-law, but has arranged with the Gatekeeper
to perform the duties of Clerk.
