Otis Norcross Esq, Chairmn Com. on Revision of By-Laws --

Dear Sir,

The following is a copy of the vote adopted
by the Trustees at the meeting [treating?]
the revision of the By-Laws. --

"That the subject of a revision of the By-Laws,
and the printing of the same in connection with
a new edition of the Catalogue be referred to
a Committee of three Trustees.

The Chair nominated Messrs Norcross, Austin and
Bowditch, and they were so chosen." --

As your private engagements are numerous,
you will naturally expect from me such aid, by way of
suggestion of needful provisions, as my experience in assisting
in the preparation of former by-laws, and ten years service
for the Corporation, (during which time I have observed closely
the workings of our system, and its defects or excellencies) may
have enabled me to render. --

I will confine myself to what has been talked of, and
to which no objection, that I am aware of, has been raised:
although, in the judgment of many, other reforms are possible.

I will take the by-laws in their order. --
