Report of Comee on Resignation of Mr Spooner _

Mr Andrews of the Committee to whom was
referred the resignation of Mr Spooner, in the
absence of Mr Rand, reported verbally that the
Committee had had an interview with Mr
Spooner
, and found that he had been subject
to great annoyance in an unjust competition,
as well as in the loss of plants and flowers set
out that they thought it desirable to retain
him, and believed that if the Trustees would
adopt stringent measures for the regulation of
outside workmen, he would eventually find
encouragement to continue. Mr Spooner had
also asked for additional protection.

The Committee therefore recommended, and he
moved, the following vote, which was adopted.

Further Regulations for Protection of the Grounds _

"Whereas injury has often been done
to the property ___________________ of other proprietors,
and great untidiness caused by the negligence
or wilfulness of persons employed in the preparation
and care of lots:

Voted that, whenever any person so employed
shall hereafter be guilty of such offenses, the Trus-
tees shall instruct the Secretary not to grant a
permit allowing such offender again to do work
