Sir

If not inconsistent with the law of 1864, under which I am acting, a great hardship to the settlers of Hoopa Valley could be avoided by having an appropriation placed at the disposal of the Secretary of the Interior sufficient to pay the value of their improvements as I find it will be impossible for me to forward report of [illegible] in time to reach Washington before the adjournment of Congress.

The late storms have entirely closed the Trails to Hoopa but from present indications they will soon be open again. I shall lose no time in having the appraisement made as per your instructions when I can reach the valley. If the Secretary of the Interior could approve the report (if found acceptable) and have the means at his disposal to pay for the improvements it would be a great relief to the settlers as many of them will find it difficult to get away until paid for their improvements.

The settlers there are behaving well in this matter

Sir:

I have to acknowledge the receipt of your two letters of November 12th, one approving my course in regard to the collection of the Indebtedness of the government, and the other relative to delay in the remittance of funds [illegible]

The misunderstanding in the latter arises from an error in copying my letter of 4th Oct. Your letter of 28th July remitting $2757.54 is the one I intended to refer to and not the one of 23rd June. The funds were received on the 8th of Oct and the amount being small were soon disbursed. Since that time I have received no money and am again sorely in need.

While readily perceiving that you are not responsible for the delay, the fact is equally apparent that it leaves me to choose between incurring an odious indebtedness, or neglecting some of the Indians under my charge.

The purchase of goods and supplies upon the credit of the government is attended with very great disadvantages.

and is extremely poor policy if it is possible to avoid it.

If I could purchase for cash it would be a great saving financially, and very much to the advantage of the government in every respect. If I can not there is no alternative and I must do the best I can in securing favorable credit and in keeping the indebtedness of the service as nearly within the bounds of my appropriation as possible.

Sir

I have the honor herewithin to inclose the account of J.J. Hendrick with certificate, in accordance with instruction from office Indian Affairs, Dec 22nd 1862, addressed to the care of Cha [Charles?][C?][Lisokes] of Washington.

Mr. Hendrick has been kept from receiving this money justly due, for a long time, and I would most respectfully urge upon the Department is immediate payment.

Office of Indian Affairs SanFro July 3rd 1865

Sir:

Enclosed you will find Sam A Bishop's affidavit taken before a San Francisco Notary Public of the loss of about one hundred head of his beef cattle, destroyed as he says, by the Owens River Indians during their stay at Fort Tejon, and previous to thier removal to Tule River Farm. Accompanying the same will be found a joint letter from these Boschulte and Hudson. Ex supervisors under the late Supt agent J. P.H. Wentworth, a letter from Capt Schmidt, co of, 2nd Inft C.V. in command of the Fort, and also one from Dr Geo. H. Horn Surgeon of the same corroborting the statements made by Mr Bishop [illegible] probable number and value of the lost cattle.

I submit the same for your consideration without any recommendation on my part, as I know nothing of the facts in the premises, the enclosed documents being the only proof I have had, that such a depredation had [illegible] occurred
