Gentlemen,
I herewith respectfully return the amount of $25.15 held against the Ind. Dept. by T. Walsh and accompanying papers, which were referred to me this forenoon. The account seems to have been approved by the Commr of Ind Affs. but Mr Steele is unable to pay it as instructed. I have no power to act in the matter without instructions from Washington being unauthorized to pay any indebtedness incurred under former Superintendents. I am instructed to report the amount of former indebtedness but this bill having been approved and from Mr Steele's letter it appearing that he has reported it will be unnecessary for me to do so.
