Our suggestion, most respectfully offered, is that the
Commission should have the City Engineer prepare standard specifica-
tions on the various types of pavement, and that proper advertisements
be made for bids thereon. After the bids are in, then the property
holders can take up the respective types of pavement so offered, and
intelligently determine for themselves which they wish to select.

We feel assured that this opportunity for the property
owners to select from the different types the character of paving
they desire, will result in obtaining very much better work, more
uniformity and greater satisfaction to the City generally and the
property owners in particular.

This is the more apparent in view of the fact that one of
the types of paving, which is now being earnestly and persistently
pushed before proposed pavers, claims that its methods of putting
down the pavement are covered by divers and sundry patents, exclusively
held by it, so that there can be no competition of that type of
paving.
