Gentlemen:-

We your City Attorney, Street Commisioner and City Engineer,
to whom was referred the attached petition regarding drainage conditions on
Rosedale St. just east of South Main, herewith beg to report that we can in
no way see whythe City should be called upon to make the above improvement.
Said property is located in a natural water course or draw which is the place
for said Culvert and not along Rosedale St. as prayed for in petition. This making
it a matter of the property owners. We therefore recommend that said petition be
received and filed until such a time as the owners of the above property are ready
to build this culvert when the city can look after its part.
