Hon. The Mayor and City Council, Ft. Worth, Texas.

Gentlemen:

In the matter of the attached petition of M.C. Bracewell et all asking that the City Council open up an alley between 16th and 17th St. and Crump and Gay St., I have the honor to report:

That there is an ally through part of this block, but that it fails to reach intirely through said block.

It is not customary for City Government to open alleys on account of their quasi private nature. I can see no reason why the custom should be violated in this instance, but in case the interested property owners need the assistance of our legal department, I would suggest that such assistance be given including the loan of our eminent domain right. All expense to be stood by the property owners.
