To the Honorable Mayor and City Council of the city of Fort Worth.

Gentlemen:

I herewith submit to you an ordinance prepared upon your direction creating the office of Sprinkling Inspector, but I desire to state in this connection that the ordinance is crude and not such a one as I should desire to prepare by reason of the fact that the instructions given me in the resolution were not so definite as to permit me to draw such complete ordinance as I should desire.

The duties of the inspector were in no manner definite and therefore in drawing the ordinance I shall be compelled to leave blank the term of office, the compensation therefor and the duties of the inspector. In other words, the ordinance submitted is merely a skeleton ordinance which will necessarily have to be filled in upon the meeting of the council passing the same.

Very respectfully,

EC Orrick City Atty
