Mayor and Council:
Sirs:

There is, on
the books of the water department,
a charge against me of some
thirty-odd dollars for excess
water. This charge is the
result of an under-ground
leak in an old, dis-used
closet in the rear yard of
the premises on which I pay
rent.

Your water committee has
generously offered me a reduct-
ion on this bill.

Your petioner respectfully
represents that this charge is
not for water actually used
but for water wasted through

occured through no fault of
