To the Hon. City Council of the City of Fort Worth.

Gentlemen:

I herewith return to your honorable body, without my approval, your action in striking out of the special charter committee's report submitted at your last meeting on March 3rd 1905, the recommendation that the optional and imperative referendum be placed in the city charter, for the following reasons to-wit:

1st Beacust I believe the referendum should be in the city charter, as I have more fully shown by argument before your honorable body at your last meeting.

2nd Because said recommendation was striken from said report by a vote of only four members of the City Council which is a minority of your board; and further because I think the vote of the full board should be taken upon such an important question.
