To the Hon. Mayor & City Council,
Ft. Worth, Texas.

Gentlemen:

We your committee to whom was referred the petition
of G.W. Armstrong for permission to lay steam lines along the
streets and alleys of the city of Ft. Worth from the Court House
to Eighth street for the purpose of furnishing steam heat recom-
mend that said petition be laid on the table until it is determined
whether or not the amendment to the charter, referring all public
franchises to a vote of the people be adopted.

We further recommend that said G.W. Armstrong be author-
ized to lay steam, air, oil and water lines from the Natatorium
across Rusk street to the lot on which he is proposing to erect a light and
power plant. We further recommend that said Armstrong be author-
ized to lay a pipe from his said power plant along Calhoun
Street to Fourth Street, and along Fourth street to the Santa
Fe Railroad, for the purpose of transmitting oil from said Rail-
road to said proposed power plant. All said pipe to be laid
under the direction and supervision of the city Engineer, and all
streets and alleys to be left in as good condition as they now are in.
