Mr. Frank Matranga Fort Worth,

DEAR SIR:

Your delinquent taxes to the City of Fort Worth, for the years 1900, on the lot 4, block D2Daggett addition to the City of Fort worth, in the sum of $30.34, not including the penalties, to Sept. 1st 1904 which are a part of the taxes and must be paid with them, have been placed in my hands for collection by the City Council, with instructions, a copy of the resolutions being enclosed, which leave me no option but to sue on the same if not paid at once. The probable amount of costs if sued upon will range from $10.00 up. If the taxes are not paid at once suit will be filed, lien foreclosed and property sold to satisfy judgment and costs.

Please call at the office of the City Tax Collector and make payment, and oblige.

STATE OF TEXAS} CITY OF FORT WORTH. }

On this 24th day of July, 1903, the Finance Committee met in the office of the Mayor, in the City Hall of Fort Worth, in response to the call of the chairman, and there were present W. G. Newby and J. F. Henderson, members of the said Committee, T. J. Powell, Mayor, and E.C. Orrick, City Attorney, at which meeting the following resolution was adopted:

Resolved, That W. W. Wilkinson, Assistant City Attorney in charge of the collection of back taxes, be and is hereby instructed to proceed at once to judgment and sale in all suits now pending for the foreclosure of tax liens on behalf of the city, and that suit be at once instituted on all delinquent taxes for the year 1901 and all years prior thereto to foreclose in a legal manner all such taxes, and that said suits when filed be pressed to judgment and sale without any delay.

Be it Further Resolved, That it is the sense of this Committee that no delay be had in proceedings as herein directed, and that the said Assistant City Attorney proceed to collect in the manner hereinbefore pointed out, all of the delinquent taxes due the city without any exception and without any delay.

Fort Worth, Texas, September 17th,1904

To the Honorable Mayor and City Council of the City of Fort Worth, Texas.

The petition of Frank Matranga would respectfully represent that he is the owner of Lot 4, in Block D-2, Daggett's Addition to the City of Fort Worth. That he purchased the same on the 19th day of February,1900, from U. M. Stone, who gave him a warranty deed which carried the payment of the taxes with it. That for some reason unknown to petitioner the said Stone did not render the property for the year 1900, nor did he pay the taxes on same, which facts were not made known to petitioner. That in consequence thereof the property was rendered by the Assessor as unknown, andthe valuation of the same was placed at $1400, which was double the val ue of the property and double the price paid by petitioner for the same. That petitioner has been notified by the Assistant City Attorney that taxes and penalties for the said year amounted to $30.34, must be paid, or suit will be brought upon the same. Petitioner says that said amount of taxes, because of the said failure of the said Stone to properly render the said property, and the excessive valuation placed upon the property by the Assessor, is excessive, and place a burden upon petitioner of greater weight than the true value of the property in the said year justifies. That petitioner stands ready to pay the taxes upon the property, but feels that he is entitled to a reduction of the same to an amount equal to the true value of the property in said year.

Wherefore, petitioner prays that Your Honorable Body take the action necessary and grant petitioner a reduction in the taxes on said property assessed for the year 1900 to an amount upon a valuation of not more than $700.

We your Finance Committee regret our inability to correct the unjust assessment against the within described property but the city council has no authority to equalize the taxes in such case.
