My name is J. B. Morris. I purchased Lot 1 Block S of the Bellvue Hill addition to the City of Fort Worth, from John Bates in Feb. 1890 and let a contract to Rigdon & Thompson to construct a house on said Lot in December of same year. Work on said building commenced in the latter part of said month of December 1900 and on the 1st day of January 1901 Jno. Bigron the brick mason employed by said contractors to construct the foundation had it about completed and about the same time a defect was detected in the title to said property by Pruit & Smith and further construction was suspended on said building and brick work until some time in Feb. of 1901. I further certify that the material for said building had not been placed on the property until long after Jan. 1st 1901.

J. B. Morris

Subscribed and sworn to before me this 15th day of April A. D. 1904.

Clara A. Lane Notary Public Tarrant Co. Tex.

Whe property above referred to was assessed at $3500 for the year 1901. In view of the fact that no construction was done on the lot until some time subsequent to Jany 1st 1901 except the foundation your petitioner asks that the assessment be reduced to $600 the value of the lot plus the probable cost of the foundation and that he be allowed to settle the difference on his taxes for the year on that basis.
