To the Hon. Mayor & Board of Councilman, Ft. Worth, Tex.-

Gentlemen;

Your Petitioner would show, what on ___ day of July 1900 he received notice from your attorney, Mr. Prewitt, that the City taxes on Lots 9 & 10 block A/2 Daggetts Addition to the City of Ft. Worth were delinquent for the years 1896, 1897, 1898 and 1899; that on July the 26th 1900 your Petitioner appeared before the Ft. Worth Equalization Board who fixed the taxes on said property for said years at $41.25 per year; that on said occasion your Petitioner repaired immediately from the presence of the said Board to the office of your Tax Collector, G.H. Day, for the purpose of paying said taxes; that the said Collector then stated that his books showed no delinquency for 1896 but only for the years 1897, 1898 & 1899, wherefore your Petitioner then and there paid the said taxes for said three years, and the receipt for same is hereto attached and made an exhibit. Your Petitioner would respectfully suggest that under the circumstance, equity and fairness would demand that he be allowed to settle the taxes for 1896 upon the same basis as applied for the three above named years which settlement he is now ready and willing to make.

Very Respectfully V.O. Hildreth Jan. 7 1904.

Fort Worth, Texas, Jan. 13, 1904.

Hon. John F. Henderson, Chairman, Police Committee of City Council, Fort Worth, Texas.

Dear Sir:

With reference to the question propounded to me by your, to-wit, ,,Has the City Council the power to regulate the location of saloons in the City of Fort Worth otherwise than is regulated by the general law on the dubject?" I would state that I have given the charter a careful examination in that regard and have come to the conclusion that the City Council has no such power.

Very respectfully yours, E.C. Orrick City Atty
