To the Hon Mayor & City Council
of the City of Fort Worth-

There was handed me at 5.15 this
evening an ordinance in reference
to the paving of Houston Street for
approval.

In view of the importance of this
matter involved I did not have
sufficient time to give it the con-
sideration it deserved

I gave it every consideration that
the limited time at my disposal
would permit and was of the
opinion that if the city was
to be looked to to enforce payment
that the ordinance would need
revision and such revision as
I suggested the agent of Parker
Washington Co desired to submit
to his attorneys who were not
