Referring to the within
communication we your
Finance Com beg to report that
without the petition referred to
came before us showing the
the amount of taxes due by
petitioner for a number
years with an accumulation
of interest and penalties, at
the same time presented his
bill against the city for Pauper
expense for a term of years
amounting to 1810 dollars
on that showing we recom-
mended the allowance of
petitioners a/c as a credit on
his taxes and further recom-
mended the abaement of the
interest and penalties because
of the long standing mutual
indebtedness. We now
[return?] our recommendation
