Gentlemen
Your Petition under and by virtue of your favour and appointment, has for the past 14 mos held the Office of "City Judge" of your City Court
The unusual and adverse conditions & environments Which, since the appointment have surrounded the Court_ as you all know_ has hampered its usefulness, circumscribed and limited its jurisdiction. Curtailed its operations and functions; and nearly paralysed its revenues, and Value; as one of the important department of Municipal Government.
Under, the "New Conditions" which will attend upon recent legislation, new or amended "Charter" improved & revised "ordinances," Your "Municipal Court" Should again become, a Valuable important and honorable executive branch of our City Administration. And Your Petitioner will be honored & gratified by your Appointment for "Another Term," that he may have oportunitiy to develop and mature with you the methods & modes of Vits enlarged jurisdiction and possibilities and your petitioner will ever pray
