was referred the accompanying Petition of
the water works committee to ascertain
whether the city has the right to issue
bonds to improve the Water Works Plant
belonging to the city, beg leave to
report that we have consulted the
city attorney and it is his opinion
that the city cannot legally issue
bonds for said purpose.
