Monday 8 o'clock P.M. Kingston May 14th 1894

A meeting of the Council of the Corporation of the City of Kingston was held this day. Present

His Worship the Mayor

Aldermen

Allen, Behan, Carson, Curtis, Elliott, Horn, Martin, Meek, Mundell, McIntyre, McKelvey, Richardson, G. Robinson, Ryan, Skinner, Walkem, Wright

The clerk read the minutes of the two last meetings.

Communications summarized were read as follows: -

From T. O. Robson, President Re Canadian Cattle Trade - Referred to the Finance Committee.

From Miss Machar - Secretary poor relief Association showing expenditure for year - Referred to the Finance Committee.

From E. J. B. Pense asking for cheque Hospital Grant by city.

On motion of Ald McKelvey seconded by Ald Richardson Ordered, that the amount of $750 as provided in the Budget be paid to the Treasurer of the Kingston General Hospital.

From Robert Creighton Accountant Provincial Penitentiary enclosing account for material &c - Referred to the Board of Works.

From John Macdonald Secretary Public School Board asking on what terms the Board can aquire the use of Ontario Hall - Referred to the Committee on City Property.

From John Macdonald Secretary Public School Board asking for a Grant of $20,000 to erect a new School house and to pay indebtedness on Victoria School, about $1100 - Referred to the Committee on Finance

From W. M. Drennan, Secretary Celebration Committee Queens Birthday asking for a grant of $20 towards advertizing.

On motion of Ald McKelvey seconded by Ald. Meek Ordered That the communication of Wm M. Drennan on behalf of the Celebration Committee be referred to the Committee on Printing with power to act.

From George Osborne complaining of Horses and Cows being allowed to run at large.

On motion of Ald McIntyre seconded by Ald Martin Ordered That the communication of George Osborne be referred to the Committee on City Property and that in view of the number of complaints made by Citizens of the inefficiency of the present Pound Keeper the said committee is hereby ordered to make inquiry as to the cause of such inefficiency and report at the next regular meeting of this Council upon the measures proper to be taken to ensure a thorough enforcement of the pound By Law and the efficient protection of citizens in future from the annoyance complained of.

Petitions were presented and referred as follows: -

From Miles Sinnott and 14 other Cabmen by Ald Behan asking for a reduction of License - Referred to the Committee of Finance.

From George Cliff, by Ald Horn, respecting frontage charges - Referred to the Board of Works.

From W. Smallridge and 9 others by Ald Mundell asking for removal of Board Walk to East side of Alfred Street between Union and Earl streets - Referred to the Board of Works.

on Sugaring off he found a much better article than he was in the practice of making as the corn meal was the only thing he could attribute it to, he continued the use of it and soon ascertained that it was a very great improvement on the common method of making Sugar.

The receipt is as follows, to the sap required for 40 or 50 pounds of Sugar add about a pint of corn meal put in while cold and boiled together.

April 17th 1841. W. Vansettart one of our Officers was the last person this morning who crossed the ice for the season, rather a dangerous and fool hardy experiment several [thermo: 30-40] fissures having for these several days made their appearance, a sure indication that the process of rotting had commenced when it becomes excessively dangerous to venture on its surface.

April 18th 1841. The opening of the navigation of the Ontario may have been said to have commenced this day, by the St. George Steamer having become unlocked from her icy grasp after a period of 5 months. She attempted to cross over to Garden Island but had scarcely reached halfway when she again became immoveable in the drifted ice of the current, where she remained fixed though under motion of her paddles for some hours, while we were watching the Steamer by aid of our telescopes from the Mess Room window we descried a large eagle on the ice, devouring the remains of some animal. The Officers attempted to reach within range of their Rifles in a boat, but the noble bird was so protected by means of the accumulated fragments of floating ice that they could not approach sufficiently near the mass which he continued without further molestation for three hours to devour his Royal meal.

On motion of Ald: Drennan seconded by Ald: Allen Resolved that this Council has learned with sincere regret of the death of Peter Graham Esquire representative of the County of Frontenac in the Ontario Legislature and Ex Warden of the County, a gentleman held in the highest esteem by all with whom he was acquainted that the members of this Council tender his Widow their sympathy in her affliction and that they do now adjourn for the purpose of attending the funeral in a body and a copy of this resolution be sent to his widow.

A Communication from George A. Kirkpatrick Esquire Secretary Collegeate Institute was read stating that George Davidson and C.V. Price Esquires are the retiring Trustees this year.

On motion of Ald: McCammon seconded by Ald: Pense Ordered that Messrs Davidson and Price be appointed Trustees for the Collegiate Institute for the next three years.

On motion of Ald Drennan seconded by Ald: Allen Ordered that this Council meeting do stand adjourned until Monday evening the 22nd [and?] at the usual hour.

The Council accordingly adjourned.

H. & W.J. Carruthers stating they have entered the Drain in Clarence in consequence of their [there] being no main Drain on King street and requesting that no frontage be exacted from them.

On motion of Ald: McIntyre seconded by Ald: Harty Ordered, That the petition of H. &. W.J. Crothers be referred to the Committee on Streets and Improvements to report.

Ald: Metcalfe brought up the petition of Dominick Fallon and 8 others praying that the Council will recommend to the Police Commissioners the propriety of appointing a Policeman for Williamsville.

Ald: Metcalfe moves seconded by Ald: Carson That the petition of D. Fallon and others be referred to His Worship the Mayor with a request from this Council to the effect that a Policeman be specially appointed for Williamsville - which being put was [underline] lost [/underline].

Ald: Pense brought up the petition of John McKinley Secretary of Committee on Charity Ball asking for the use of the Ontario Hall on the 7th of February on payment of the Gas account.

Ald: Pense moves seconded by Ald: Campbell That the petition of John McKinley be granted - declared out of order.

Ald: Campbell brought up the petition of John G. Hurley praying for a remission of a portion of Carters License.

On motion of Ald: Campbell seconded by Ald: Allen Ordered, that the petition of John G. Hurley be referred to the Committee on Licenses and Cabs & Carters to report.

Ald: McIntyre brought up the petition of Henry Scott praying that he be refunded sixty dollars expended many years ago &c.

On motion of Ald: McIntyre seconded by Ald: Carson Ordered, That the petition of Henry Scott be referred to the Committee on Fire, Water and Gas to report.

Ald McIntyre from the Committee on Finance and Accounts brought up two reports (Numbers 541 and 542 Book D) which were read and adopted.

On motion of Ald: Carson seconded by Ald: Asselstine Ordered That the Clerk be authorized to insert an advertisement in both the City papers till Monday the 5th of February asking for Tenders for the purchase of the old School House Building in Williamsville and that said Tenders be opened by Committee on City Property.

On motion of Ald: Price seconded by Ald: Dupuis Ordered, that the City Engineer be instructed to Color a map of the City showing all property exempt from taxation, the same to be forwarded to the City Members at Toronto.

reference to the City Engineer - which being put was lost yeas 4 - nays 15 and the original motion being put was carried yeas 15 - nays 4.

Ald Mooers from the Committee on Fire, Water and Gas brought up a Report (number 597 Book D) which was read.

Ald Mooers moves seconded by Ald McDermott That the report of the Committee on Fire, Water and Gas be received and adopted.

In amendment 1st Ald McRossie moves seconded by Ald Asselstine That the report be amended by inserting the words "Union and Wellington" instead of "West" street.

In amendment 2nd Ald Allen moves seconded by Ald Noble That no lamp be removed from the Ward it is now in to any other Ward in the City - which being put was lost, as was also the first amendment, and the original motion was carried.

The Chairman from the Committee on City Property brought up a Report (Number 598 Book D) which was read and adopted.

Ald Pense from the Committee on Finance and Accounts brought up a Report (Number 599 Book D) which was read and adopted.

On motion of Ald Pense seconded by Ald McCammon Ordered, That the Mayor be authorised to correspond with the Government with a view to having Centre street continued through the public land lying between John and George streets.

On motion of Ald McRossie, seconded by Ald Carson Ordered, That the Council assume and pay the amounts overdrawn by the following Wards up to the present time viz; Cataraqui, Rideau, Victoria, Frontenac and Ontario.

Ald Metcalfe brought up the petition of James Doyle praying the Council will take from him a few tons of broken stone he has on hand - Referred to the Committee on Streets and Improvements.

On motion the Council adjourned.
