The Council went into Committee of the whole on the second reading
Ald: R.J. Carson in the chair
The Council resumed
The Committee rose and the Chairman reported the second reading of the By Law clause by clause in Committee as amended. The Report was received
The 29th Rule was suspended and the By Law was read a third time and passed
A Circular from Alderman John Hallam Toronto was read on the subject of Free Libraries
Ald: McGuire here entered
A Communication from R.C. Carter was read calling the attention of the Council to that part of King street opposite the Garratt Property
On motion of Ald: Irving seconded by Ald: McCammon Ordered, that the Communication of Alderman Hallam in reference to public Libraries be referred to the Committee on Schools to report
On motion of Ald: Robinson seconded by Ald: Gaskin Ordered, that the Communication of Mr. Carter be referred to the Committee on Streets &c to report.
A Communication from James Agnew Esquire City Solicitor was read suggesting the appointment of a Law Committee to ask for and promote Legislative Amendments if any are required
On motion of Ald: J.P. Gildersleeve seconded by Ald: Robinson Ordered, that the mayor and Aldermen C.F. Gildersleeve, Smythe, Robinson and McGuire be a Law Committee to Consider and recommend to this Council such amendments in the municipal Law as may be Considered advisable
A Communication from Robert Ruddy Esquire City Clerk Toronto was read in reference to Storm Signal Service in that City
On motion of Ald: Gaskin seconded by Ald: Allen Ordered, that the Communication from the City of Toronto in reference to Storm Signal be referred to the Committee on Wharves and Harbour
A Communication of Nathaniel Cartmill mechanical Engineer of the Fire Department was read stating he is willing to remain in said office for $600.00 per annum an increase of $150.00 on present salary.
On motion of Ald: William Wilson seconded by Ald: McMahon Ordered, that the Communication of Mr Cartmill be referred to the Committee on Fire, Water, and Gas to report.

The Clerk read the minutes of the last meeting
A Circular from Ald Hallam Toronto was read in re Free Libraries and draft bill of same
On motion of Ald Smythe seconded by Ald J Wilson Ordered, That the Communication of Ald Hallam of the Toronto, City Council and the draft amendments of the City Solicitor to the Municipal and assessment acts be referred to the Law Committee of the next years Council
A Communication from Lt Col Villiers was read requesting that the board walk be extended from Saint Paul's Church to the Artillery Barrack Gate
On motion of Ald W Wilson seconded by Ald Gordon Ordered, That the petition of Col Villiers be referred to the Committee on Streets to report
A Requisition from City Clerk for sundry supplies was read and referred to the Mayor

On motion of Ald Gaskin seconded by Ald Allen Ordered, That the communication of WH Sullivan in reference to bad drainage near Separate School be referred to the Committee on Streets to report
A Communication of James Kearns was read stating the Fire alarm will have to pay a proportion of the expense for attaching wires on poles on Cataraqui Bridge
