On motion of Ald: Gaskin seconded by Ald: McCammon Ordered, that the communication of Peter Keil be referred ot the Ottawa Deputation for the purpose of endeavoring to have the Fisheries under the Control of the Corporation

The Clerk read the minutes of the three last meetings

On motion of Ald: C.F. Gildersleeve seconded by Ald: R.J. Carson Ordered, that the minutes as read be Confirmed Yeas 16. Nays 3

Leave was granted to Consider second readng of "By Law to close and lease a part of Earl street in the City of Kingston" which had a first reading October 21, 1881 the

The Council went into Committee of the whole on the second reading

Ald: R.J. Carson in the chair

The Council resumed

The Committee rose and the Chairman reported the second reading of the By Law clause by clause in Committee as amended. The Report was received

The 29th Rule was suspended and the By Law was read a third time and passed

A Circular from Alderman John Hallam Toronto was read on the subject of Free Libraries

Ald: McGuire here entered

A Communication from R.C. Carter was read calling the attention of the Council to that part of King street opposite the Garratt Property

On motion of Ald: Irving seconded by Ald: McCammon Ordered, that the Communication of Alderman Hallam in reference to public Libraries be referred to the Committee on Schools to report

On motion of Ald: Robinson seconded by Ald: Gaskin Ordered, that the Communication of Mr. Carter be referred to the Committee on Streets &c to report.

A Communication from James Agnew Esquire City Solicitor was read suggesting the appointment of a Law Committee to ask for and promote Legislative Amendments if any are required

On motion of Ald: J.P. Gildersleeve seconded by Ald: Robinson Ordered, that the mayor and Aldermen C.F. Gildersleeve, Smythe, Robinson and McGuire be a Law Committee to Consider and recommend to this Council such amendments in the municipal Law as may be Considered advisable

A Communication from Robert Ruddy Esquire City Clerk Toronto was read in reference to Storm Signal Service in that City

On motion of Ald: Gaskin seconded by Ald: Allen Ordered, that the Communication from the City of Toronto in reference to Storm Signal be referred to the Committee on Wharves and Harbour

A Communication of Nathaniel Cartmill mechanical Engineer of the Fire Department was read stating he is willing to remain in said office for $600.00 per annum an increase of $150.00 on present salary.

On motion of Ald: William Wilson seconded by Ald: McMahon Ordered, that the Communication of Mr Cartmill be referred to the Committee on Fire, Water, and Gas to report.

A Communication from Webster Augustus was read asking permission to plant shade trees

On motion of Ald: J.P. Gildersleeve seconded by Ald: Robinson Ordered, that the Mayor be requested to take immediate steps under the advice of the City Solicitor to enforce the proper and immediate performance of the Contracts for side-walks, Crossings and Carting

Mr Ald: Allen Chairman of the Ottawa Delegation reported the expense of the Delegation to be Fifty five dollars

Ald: J.P. Gildersleeve brought up the petition of Thomas Mills Secretary to the Midland Central Fair asking for a grant to assist them in discharging their liabilities this year

On motion of Ald: J.P. Gildersleeve seconded by Ald: R.J. Carson Ordered, That the petition of the Midland Central Fair Association be referred to the Finance Committee to report

Ald: C.F. Gildersleeve from the Committee on Finance and Accounts brought up a Report (Number 105 Book E.) which was read and adopted

The Chairman from the Committee on Fire, Water and Gas brought up a Report (Number 106 Book E.) which was read and adopted

The Mayor submitted the award of the Arbitrators on the matter of the County and City relative to the maintenance of Prisoners &c

A Communication from Mrs Melliville taxes was read On motion of Ald Smythe seconded by Ald RJ Carson Ordered, That the communication of Mrs Melville respecting Taxes be referred to the Court of Revision

A Communication from Stevenson & Co was read in reference to a drying kiln now being erected by them. There was no action taken thereon

The Mayor submitted Correspondence had with Mr J. Leggo our Representative at the Board of Agriculture &c Ontario in reference to the holding of the next Provincial Show

On motion of Ald: Smythe seconded by Ald: C.F. GIldersleeve Ordered, that this Council having heard the Correspondence between the Mayor and Mr Leggo anent the Provincial Exhibition desires to express the approval of the action taken by the Mayor in receiving the Citys guarantee

Ald: McMahon brought up the petition of H. Wells asking to be allowed to proceed with the erection of a wooden shed

On motion of Ald: McMahon Wells seconded by Ald: R. Carson Ordered, that the request of H. Wells be referred to the Mayor

Ald: Anglin brought up the petition of Alexander Shan praying the Council take off his hands a quantity of broken stone &c

On motion of Ald: Anglin seconded by Ald: Law Ordered, that the petition of Mr Shan be referred to the Committee on streets with power to act

The Mayor submitted a Report in reference to the expenditure &c on Grove street (No 107 Book E.)

On motion of Ald: C.F. Gildersleeve seconded by Ald: Clements Ordered, that the report of the Mayor in regard to Grove street be received and adopted

Ald:McCammon from the Committee on Finance and accounts brought up a Report (Number 108 Book E) which was read and adopted.

The Chairman of Fire, Water and Gas brought up a Report (Number 109 Book E) which was read

Ald: W. Wilson moves seconded by Ald: Gordon That the report of the Committee On Fire, Water and Gas be received and adopted.

A Communication from Mrs. Etta Skinner was read requesting a rebate of the rent of the City Hall on the occasion of the Bazaar held by the Ladies of the Sydenham street Methodist Church On
