A meeting of the Council of the Corporation of the City of Kingston was held this day. Present

Allen, Behan, Carson, Curtis, Elliott, Horn, Martin, Meek, Mundell, McIntyre, McKelvey, Richardson, G. Robinson, Ryan, Skinner, Walkem, Wright
The clerk read the minutes of the two last meetings.
Communications summarized were read as follows: -
From T. O. Robson, President Re Canadian Cattle Trade - Referred to the Finance Committee.
From Miss Machar - Secretary poor relief Association showing expenditure for year - Referred to the Finance Committee.
From E. J. B. Pense asking for cheque Hospital Grant by city.
On motion of Ald McKelvey seconded by Ald Richardson Ordered, that the amount of $750 as provided in the Budget be paid to the Treasurer of the Kingston General Hospital.
From Robert Creighton Accountant Provincial Penitentiary enclosing account for material &c - Referred to the Board of Works.
From John Macdonald Secretary Public School Board asking on what terms the Board can aquire the use of Ontario Hall - Referred to the Committee on City Property.
From John Macdonald Secretary Public School Board asking for a Grant of $20,000 to erect a new School house and to pay indebtedness on Victoria School, about $1100 - Referred to the Committee on Finance
From W. M. Drennan, Secretary Celebration Committee Queens Birthday asking for a grant of $20 towards advertizing.
On motion of Ald McKelvey seconded by Ald. Meek Ordered That the communication of Wm M. Drennan on behalf of the Celebration Committee be referred to the Committee on Printing with power to act.
From George Osborne complaining of Horses and Cows being allowed to run at large.
On motion of Ald McIntyre seconded by Ald Martin Ordered That the communication of George Osborne be referred to the Committee on City Property and that in view of the number of complaints made by Citizens of the inefficiency of the present Pound Keeper the said committee is hereby ordered to make inquiry as to the cause of such inefficiency and report at the next regular meeting of this Council upon the measures proper to be taken to ensure a thorough enforcement of the pound By Law and the efficient protection of citizens in future from the annoyance complained of.
Petitions were presented and referred as follows: -
From Miles Sinnott and 14 other Cabmen by Ald Behan asking for a reduction of License - Referred to the Committee of Finance.
From George Cliff, by Ald Horn, respecting frontage charges - Referred to the Board of Works.
From W. Smallridge and 9 others by Ald Mundell asking for removal of Board Walk to East side of Alfred Street between Union and Earl streets - Referred to the Board of Works.

the Committee on Streets to report
Communications for the position of Pound Keeper for the City from Alexander McClyment and James Rigley were read
On motion of Ald: McGuire seconded by Ald: Smythe
Ordered, that the Communications asking for the position of Pound Keeper be referred to the Committee of City Property
The Mayor submitted drawings of proposed City Arms
The Mayor reported that a Clerical error had been made in the Calculation of the real estate assessment of the By Law to partially exempt the K&P Railway passed October 24th 1881 and he read under the written advice of the City Solicitor, made the proper Correction in the public interest
A Petition from Margaret Freall was here read praying she may be paid the sum of sixteen dollars and seventy five cents the value of Articles destroyed owing to being used by a child having the small Pox
On motion of Ald: R.J. Carson seconded by Ald: J. Wilson Ordered that the matter of selecting City seal be referred to the Committee on City Property with the Mayor
Petitions from Messrs Kirkpatrick and Rogers, Joseph S.A. Landeryon, R. Matthews and R.M. Horsey respecting Taxes were submitted
On motion of Ald: R.J. Carson seconded by Ald: Smythe Ordered, that the petition of Messrs Kirkpatrick and Rogers and others be referred to the Court of Revision
Ald: Gage brought up the petition of James O. Gardiner relating to frontage
On motion of Ald: Gage seconded by Ald: J. Carson Ordered, that the petition of James O. Gardner relative to frontage be referred to the Committee on Streets with power to act
Ald: Clements brought up the petition of the Trustees of the Kingston Baptist Church praying for the erection of a Lamp opposite the door of the Church Johnson street.
On motion of Ald: Clements seconded by Ald: W. Wilson Ordered, that the petition of the Trustees of the Baptist Church be referred to the Committee on Fire, Water, and Gas with power to act
Ald: Gage brought up the petition of William J. Dick and 25 others, complaining of the state of Alfred Street and a portion of Brock street &c
On motion of Ald: Gage seconded by Ald: J. Carson Ordered, that the petition of W.J. Dick and 25 others in reference to streets be referred to the Streets Committee to report at next meeting.
Ald: Allen brought up the petition of the Kingston Cotton Manufacturing Company praying for a Plank Walk from Grove street to the Cotton Mill. There was no action taken thereon On
