A Communication from S.L. Morrison Esquire was read requesting that the guage of the street Railway to be laid in this City be changed from three and one half feet to four feet.

On motion of Alderman Drennan seconded by Ald: Allen Resolved, that in the opinion of this Council the street Railway By Law should be Amended by extending the width of track of said Railway to four feet.

Ald: Drennan introduced a By Law respecting the Kingston street Railway which was read a first time.

On motion of Ald: Dupuis seconded by Ald: Price Resolved, that in the opinion of this Council arrangements should be made for having the minutes of the proceedings of the City Council together with a detailed account of the moneys received and expended in this City, printed in pamphlet form for gratuitius distribution among the taxpayers of the City, and that the Committee on Printing inquire and report upon the expense of so doing.

On motion of Ald: McCammon seconded by Ald: Harty Ordered, that the next regular meeting of this Council be held on Tuesday January 2nd 1877.

On motion the Council adjourned.

That the report of the Committee be taken up clause by clause (7 nays 13)

In Amendment 2nd Ald: Allen moves seconded by Ald: Gaskin That the report be not adopted but be referred back to the Committee - which being put was [underline] lost [/underline] as was also first amendment.

In Amendment

Ald: Drennan moves seconded by Ald: Allen That the Finance Committee consist of the Mayor, Aldermen Price, Harty, Gildersleeve, McIntyre, Gaskin and McCammon - which being put was [underline] lost [/underline] and the original motion was carried Yeas 13 nays 7.

On motion of Ald: Metcalfe seconded by Ald: Noble Ordered, That no amount exceeding twenty five dollars be expended during the present year in making Plank Walks except by Contract in any Ward of the City and that the City Engineer be hereby instructed to keep an account of the amounts and for what purposes expended.

On motion the Council adjourned.

The Clerk read the minutes of the three last meetings.

A Communication from Messrs Rowan and Moore was read respecting the Curtailing of some of the views of Churches &c on the proposed City Map.

On motion of Ald: Pense seconded by Ald: Clements Ordered, That the request of Messrs Rowan and Moore be referred to the Finance Committee to act.

A Communication from George Offord & Co was read respecting Taxes and referred to the Court of Revision.

A Communication of B.M. Britton Esquire was read in Re Queen vs Dandy recommending a remission of

Ald: McCammon brought up the petition of the Evangelical Alliance Branch of Kingston calling the attention of the Council to the lawlessness and immorality of the youth growing up in our midst and praying the evils complained of be remedied &c. Referred to the Board of Police Commissioners and License Commissioners of Kingston respectively

Ald Gordon brought up the petitions of Thomas O'Brien and Mr Levan respecting Dog Tax. Referred to the Court of Revision

Ald: Gordon brought up the petition of John Branigan complaining of an overflow of water into his cellar and praying it may be remedied. Referred to the Committee on Streets and Improvements

Several members of the Council having left the Council Chamber there being no quorum the meeting adjourned

A Special meeting of the Council of the Corporation of the City of Kingston was held this day. Present

Aldermen Allen, John Carson, Clements, Craig, Downing C.F. Gildersleeve, J.P. Gildersleeve, Gordon, McCammon McGuire, McIntyre, Quigley, Redden, Smythe

The Mayor stated the meeting was called to take into consideration the reception of the Hon: A.P. Caron Minister of Militia and Defence and the Members of the House of Commons accompanying him on their arrival here on Saturday next to visit the Royal Military College

On Motion of Ald: McIntyre seconded by Ald: Smythe Ordered, that the Members of the Council and the Citizens named below be a Committee to make arrangements for the reception of the Honorable A.P. Caron minister of Militia and Defense and the members of the House of Commons on their arrival on Saturday next and during their stay here and to prepare an address for the occasion -vis.- Dr. Henderson QC, Dr Sullivan, Lt Col: Duff, R.J. Walkem, Wm. Harty, E.J.B. Pense, Henry Cunningham, Col Hewett, Lt Col Mentizambert, Lt Col. Kerr, John B. Carruthers, B.M. Britton, Wm Ford, John Creighton, James Shannon, W.R.
