took care to quote Kitcheners tribute
to Gordon's "indomitable resolution and
resource." As you say the recrudescence
of anarchist atrocities is very sad.
It is more than 20 years ago that
the European powers contemptibly
failed to take concerted measures
to repress such vile crimes – though
they had a notable opportunity – after
what was called the "Bremerhaven explosion,"
in which it was plotted for the mean motive
of pocketing insurance money to blow up a
vessel with all on board of a vessel. To
enter into a league to stamp out such crimes
could not then have been taunted as a
selfish act, though a general compact
would have protected crowned heads
in common with all others. I urged
the duty at the time, but vainly.

A league to protect common humanity
ought not to meet any general opposition
and the Bremerhaven crime offered a
suitable opportunity as I wrote to
Send a little while ago.

Kindest regards to you all
Yours ever sincerely
G W Rusden
