It is significant that during Roy Rowe's tenure as president-elect and now as president, the Association has undergone a number of important changes, including opening its membership to private colleges and universities and making arrangements to establish permanent offices in Washington, D. C., as a part of the complex of national educational associations in the nation's capitol. Roy Rowe's administration as president will culminate in October meeting of 1964 to be held, appropriately, in Chapel Hill.

Mr. Chairman, it is no surprise to us that Roy should be recognized for his work in the national association because we know him. Nevertheless, I think it is fitting that we indicate our appreciation of one who carried his work as trustee to this high point of achievement by recording in the minutes of this meeting this expression of congratulations and esteem.

Mr. Lenox Cooper seconded the motion of Mr. Bryant to adopt the foregoing resolution and record it in the minutes. The motion was put to a vote and the resolution was unanimously adopted.

(at this point Governor Sanford excused himself from the meeting due to another engagement, and Mr. Pearsall was asked to preside).
