"I am assured in this recommendation by the standard of performance of Mr. A. H. Shepard as University Business Officer and Treasurer. In this office we now lodge the supervision and overall direction of the preparation and implementation of University budgets. The duties under this head once performed under the direction of Mr Carmichael have been assumed by Mr. Shepard, and he performs them with his accustomed promptness and efficiency.

"Mr. Chairman, since these changes of title may be authorized by the Board of Trustees, I respectfully request that the titles now carried in Chapter III of the University Code be changed as follows:

"1. The title Vice President for Graduate Studies and Research be designated Vice President for Academic Affairs.

"2. The title Vice President and Finance Officer be designated Vice President for Administration.

"And I further recommend that the additional senior position authorized by the 1963 General Assembly be designated Vice President for Institutional Studies."

Mr. Bryant moved the approval and acceptance of the recommendation made by President Friday. The motion was seconded by Mr. Tate, and it was put to a vote and carried unanimously.

President Friday then made the following nominations to fill the positions of Vice President for Administration and Vice President for Institutional Studies:

1. Vice President for Administration

"As I have just stated, this is a position of general administrative scope, concerned with broad administrative duties and institutional representation. Specifically, this will be a staff position in my office responsible for standing and special committees of the Board of Trustees. This assignment will in no way supersede or interfere with the responsibilities of the Secretary or the Assistant Secretary of the Board.

"I am pleased to recommend the promotion of Fred H. Weaver from the position of Secretary of the University to be Vice President for Administration. Mr. Weaver is well-known to most of you. He has been Secretary of the University for three years and before that he was Dean of Student Affairs in the University at Chapel Hill. In addition to his long experience in general University administration, his service on the Commission on re-organization of State Government, on the North Carolina Seashore Commission, the Statewide Educational Television Commission; and his associations and service to the Special Trustees Committees on the Administrative Code, the Expansion of the University, and a number of standing committees have afforded him a range of activities which he has performed ably and from which he has gained much valuable experience.

"Mr. Chairman, I recommend the appointment of Fred H. Weaver as Vice President for Administration of the University of North Carolina, the appointment to become effective March 1, 1964."

Mr. Saunders moved that the appointment of Mr. Fred H. Weaver be approved, the motion was seconded by Mr. Riddle and the appointment was unanimously approved.

President Friday continued:

"In seeking a person to nominate for the position of Vice President for Institional Studies we are fortunate indeed in being able to call upon an individual who has had wide experience in this type of work in several institutions. I am privileged to recommend for this appointment Dr. Arnold K. King, currently Professor of Education and Director of the Summer Session in the University at Chapel Hill.
